Regarding walking on escalators, there have been proposal to mark escalators with "walk left, stand right" in DC, but apparently walking on escalators is dangerous so WMATA doesn't want to encourage it.

Perhaps the DMV parents have migrated there from places where there are no sidewalks and therefore nowhere for the children to roam, let alone unsupervised.

Making everybody walk has issues of its own (there are a lot of people who can use an escalator but can't climb stairs).

...or who just can't move very fast.
