For whatever reason, although your link is correct, the website seems to deny access if you have not navigated to it internally - the list is at https://oag.ca.gov/initiatives/active-measures .

It's pretty easy for random enthusiasts with $2,000 to burn to get an initiative on this list. All the AG does is write a title and summary that qualifies it for official signature-gathering, which is the hard and expensive part. A constitutional amendment at the moment needs 585,407 signatures to qualify for the ballot.
