I think there's GOP momentum behind tackling some aspects of the issues with insurance, like mandatory benefits/Minimum Essential Coverage. Because of the use of reconciliation some aspects of Obamacare couldn't be included in this go. I'd expect in a President Rubio scenario the 2016 Senate elections went decently well for the GOP, so they could be in striking range of getting "something" put together. I think they'll avoid the worst death spiral scenario and instead the question is how far back on the advances made in expanding health insurance coverage do we go.
