This site has gas prices for internal to Russia by region and general revenue that's public:

As that othe blog writer suggests, perhaps it's the Ukrainian policy (or their lack of policy) we should actually be trying to make some sense out of.

Geography is your friend, sometimes. Finland receives its gas straight from Siberia, and being close to St. Petersburg is an added bonus. Plus, this country obviously pays its bills, but the price is still quite fair.
